Rebates announced for GRIHA/IGBC/LEED Certified Buildings from Punjab Govt. in State of Punjab

In today’s era everyone is more aware of Green Buildings Initiatives to promote Energy Conservation & Environmental emission reduction. Punjab Government is not an exception from this list. For that this Govt announces additional incentive benefits for all type of Green buildings (which are certified under GRIHA/IGBC/LEED). There are some guidelines issued regarding all these incentives which are summarized below:

  • The provisions of the Punjab Energy Conservation Building Code shall be applicable to the buildings & duly verified by Punjab Energy Development Agency (PEDA) along with the application approval of Building plan.
  • An incentive of additional 5 % FAR ( Floor Area Ratio) free of charges and 100 % exemption of building scrutiny fee shall be permissible on submission of Green building Certificate from the following agencies with rating duly verified by rating agencies, namely:

  1. Buildings granted 4- or 5-star rating by GRIHA.
  2. Buildings granted Gold/ Platinum rating by LEED.
  3. Buildings granted Gold/Platinum rating by IGBC.

However, in case the owner/ applicant fails to submit maintenance certificate after a period of every three years from the rating agencies (GRIHA/LEED/IGBC), the defaulter can be penalized equivalent to 5 times the collector rate of land proportional to the 5% additional Floor Area Ratio(FAR) availed and Building scrutiny fee shall be recovered along with 12% rate of interest from the date of the approval of building plans.

Apart from above guideline there are some guidelines issued in their Notification related to:   

 (1) Provisions of planting trees in new Building Sites & (2) Installation of Roof Top Solar PV System.                                       

Details guidelines regarding above are summarized below:

  • One tree for every 225 sq.m covered area of building(s) shall be planted. While calculating the number of trees, if there is a fraction less than 0.5, it shall be rounded down to the nearest whole digit and if there is a fraction equal to or greater than 0.5, it shall be rounded up to the nearest whole digit.
  • The occupancy certificate shall only be granted if the owner has planted the requisite number of trees as per the sanctioned plans.
  • Roof Top Solar PV Systems will be applicable in all type of buildings.                                                         
  •   In case of Buildings compliant with Punjab ECBC ,then also 15% rebate in Property Tax shall be granted to the building till the time that building is Punjab ECBC Compliant. 
  • Terms & Conditions:                                                                                                                                                                                                                                                        1. Grant of incentive of additional FAR shall be provisional till the final completion certificate obtained by the applicant within prescribed period.                              2. Grant of incentive/additional FAR or property tax shall be reviewed by after every 3 years.                                                                                                                          3.
