BPCL Tender for Floating Solar in Kochi Refinery

Bharat Petroleum Corporation Limited (BPCL) has recently announced a tender for the design, engineering, supply, installation, testing, commissioning, and O&M of 6.9 MW (AC) floating solar PV plants at Kochi Refinery. This is a significant step towards achieving renewable energy targets and reducing carbon footprint.

However, BPCL has set strict bid qualification criteria for the project. Only bidders who have fulfilled the technical and financial qualification criteria will be considered for technical and commercial evaluation. Here are the criteria that must be met:

Technical Criteria: The bidder should have executed at least one project as a prime contractor for similar kinds of work. The work should involve “design, supply, installation, testing and commissioning” of grid-connected ground-mounted/floating solar PV power plant(s), including installation and commissioning of minimum 11KV capacity switchboard & transformer. The executed project should be of a minimum of 5.5 MW AC ground-mounted/floating Solar Power plant and having a final executed value of at least Rs. 2005 lakhs in the last seven years in India reckoned from the original bid due date. The same plant must have been in service and operating satisfactorily for at least a period of 6 months after commissioning.

The bidder should submit relevant documents like a copy of contract(s)/work order(s)/agreement(s) with copy of relevant pages of the scope of work/service establishing documentary evidence of work executed in the last seven years. The bidder must also submit a copy of the completion/commissioning certificate(s)/proof of completion/commissioning of the said work(s) along with documentation establishing completion of work by the bidder with reference to work order(s)/contract(s)/agreement(s). The bidders must submit the completion certificate issued by end-user/owner only after completion of work/supply in all respect.

In addition to the completion certificate, the bidder is required to submit a certificate from the client for satisfactory operation of the plant for at least 6 months after commissioning.

Financial Criteria: The average annual financial turnover of the bidder in the immediately preceding 3 completed financial years as per the audited annual financial results should not be less than Rs. 1505 Lakhs. The bidder’s financial net worth as per the latest audited balance sheet should be positive. The above shall be supported by audited profit & Loss Statement and balance sheet for the immediately preceding three financial years.

Other Conditions: Offer from Joint bidders/consortium will not be acceptable. Overall L1 will be considered, including O&M for 5 years. The Bidder shall not be on the Holiday List of BPCL/MOPNG and shall submit the declaration for the same (as per format attached as Annexure C). Offers of Bidders who are on the holiday list of BPCL/MOPNG will not be considered for evaluation. Since it is a very critical project connected to the refinery grid, there is no relaxation for MSME and start-up companies with respect to technical and financial criteria.
