Operations and Maintenance guidelines for utility scale solar projects

 

The Scope of the Operations and Maintenance Services that the EPC Contractor is obliged to provide to the Employer upon Acceptance and hand-over of the Plant consists of monitoring and alerting, cleaning, preventive maintenance, corrective maintenance, management of warranties and spare parts as detailed hereafter. The EPC Contractor will coordinate the practical details of the delivery of the Services with the Employer and/or the owner of the Site. One Engineer & a technician (ITI Electrical) will be deployed at site & shall be supported by our technical team located at nearby sites.

 

  • Monitoring and alerting

 

The O&M Contractor will monitor the Plant continuously during all calendar days. The monitoring will be carried out and will reveal information including but not limited to the following:

 

  • Generally the proper  operation of  the  Plant,  including daily  review  of  the data provided by the monitoring system,

 

  • Read out,  analysis, and diagnosis  of reports  of  Failures,  Defects  or  Incidents in respect of the Plant,

 

  • Read out,  measurement,  and  calculations  of  the  Plant’s  current  and  nominal performance vis-à-vis any applicable warranties and guarantees, and

 

  • Collection and read out of weather station output (if any).

 

  • Preventive Maintenance

 

The preventive maintenance is a periodical, planned set of maintenance activities which will be performed during the duration of this Contract. The actions and their frequencies detailed in the Preventive Maintenance Procedures will consist of, without being limited to the following:

 

  • Visual inspection of the Plant

 

  • Follow up  of  failures   or  messages  that   did   and   do   not  require  corrective maintenance;

 

  • Repairs of Defects, including replacement or cleaning of specific parts that were detected during the visual inspection; and

 

  • Cleaning and maintenance of the weather stations (if any).

 

  • Safety checks including electrical safety check

 

These operations and actions will be recorded in the Maintenance Log, and all relevant information with regard to the status of the Plant, any Incidents or Defects which were discovered, and the actions planned to follow up on or remedy these will be included in the O&M Report.

 

  • Corrective Maintenance

 

Corrective maintenance is all maintenance required to rectify or deal with Defects and Incidents, and which is not included in the Preventive Maintenance.

 

The EPC Contractor has an obligation to intervene as follows in the event that an Incident or a Defect occurs (as may be revealed from the monitoring, an inspection, or as may be notified to the O&M Contractor by the Employer).

 

  • The EPC Contractor has an obligation to dispatch an intervention team to the Site where a Defect or an Incident is identified within 24 hours after the O&M Contractor has become or should have become aware of the Defect or Incident,

 

  • The EPC Contractor will keep the Employer reasonably informed and updated on any Defect or Incident which occurs, and on the actions taken. For each intervention of corrective maintenance, and within a maximum period of 15 (fifteen) Business Days, the O&M Contractor will prepare a report which will include the following data: the date and time of the Incident or Defect, details of the intervening person, date and time of repair and, if necessary, of service reboot,

 

  • The EPC Contractor will as soon as possible develop a solution for the Incident or Defect, and take all reasonable measures to deploy such solution as soon as possible.

 

A detailed document capturing the various corrective procedures will be prepared and submitted by the EPC Contractor.

 

The EPC Contractor shall, during every intervention, maintain the Site in a reasonably tidy state and keep the relevant part of the Site and surrounding areas free from accumulation of waste or rubbish caused by the Services. After every intervention, the EPC Contractor will clear away and remove from the Site any surplus materials and Equipment.

 

  • Cleaning

 

From the date of Acceptance and handover to the date of Final acceptance the EPC Contractor will clean the Plant (more specifically: the PV Modules) as required during the duration of this Contract. This cleaning includes the weeding required on the Site for the purpose of complying with applicable regulations with regard to the vegetation on the Site.

 

  • Reporting

 

The O&M Contractor will provide the Employer with the following reports throughout the duration of this Contract:

 

 

  • Report summarizing the data and information obtained under Monitoring services on a monthly basis.

 

  • Report on energy production performance of the Plant on a daily, monthly and yearly basis

 

  • O&M Report on a yearly basis.

 

  • Report on intervention of corrective maintenance, if any.

 

Note:

  1. Dedicated Lease Line of Minimum 3MBPS needs to be provided by the client.
  2. SIM card has to be provided for notifications if required by the client.

 

  • Warranty Management

 

For the purpose of preventive and corrective maintenance, the EPC Contractor shall exercise any rights the Employer may have under mechanical and other warranties on behalf of the Employer, and to take all reasonable measures to preserve the Employer’s rights vis-à-vis the providers of the warranties.

 

Warranty management includes performing any measurements and calculations required to test whether the warranties are met or not. This shall include modules, Inverters, HT panels, Transformers & civil structure subject to clause 12.2 of the EPC Contract.

 

  • Supply and replacement of Spare Parts

 

The O&M Contractor will supply of all necessary Spare Parts which may be required for normal operation and maintenance of the Plant.

 

The EPC Contractor has the right to use Spare Parts for the purposes of the Services.

 

Any Spare Parts used for the Services will be of appropriate quality, and will be compliant with the relevant Plant’s technical design and requirements and be appropriately stored either on the Site, or nearby the Site.

viii)        Security Services

 

The O & M contractor will ensure to provide 24*7, 365 days a year security during O & M contract period. For the same total 6 guards & 1 Supervisors will be deployed at site.

 

 

 

Exclusions

 

The following tasks and activities are expressly excluded from the Services:

 

  • Any form of maintenance of parts which are not part of the Plants

 

  • Plant insurance during O&M period

 

  • Repair of damage or malfunctioning caused by actions by the Employer or third partie

 

  • Any amendments or upgrades of the installation, regardless of whether these are caused by a change in Applicable Law.

 

  • Annual fees payable for CEIG approval renewal, including any liaisoning charges and expenses thereo
