NET METERING POLICY – RAJASTHAN
Net metering is the mechanism that allows distribution companies monitor the user’s energy production and consumption. This mechanism also allows consumers who generate some or all of their own electricity to use that electricity anytime, instead of when it is generated. For an instance, consider a prosumer is generating and consuming the electricity and has surplus amount of energy. The surplus amount of energy is feed into the grid. There is another facility to transfer the surplus energy into the grid and use the same amount anytime. This facility is called as Banking.
The net metering policy can vary significantly from country to country and state to state. Most net metering laws involve monthly rollover of kWh credits. Net metering uses the single, and bi-directional meters and can measure the current flowing in both the directions. Net metering can be installed and solely responsible as an accounting procedure, requires no special notification or arrangement. Applicability –
- Distribution Licensee and Consumers of electricity of Licensee in the State of Rajasthan
- Rooftop Solar System to be located in the consumer
Eligible Consumer and Individual Plant Capacity–
- All eligible consumers in the Licensee area of the supply.
- Maximum Rooftop SPV capacity shall not exceed 80% of the sanctioned load/contract demand of the
- Installed capacity to be more than 1 kWp and not more than 1 MWp for an eligible
- Connected load of consumer for connectivity with grid Up to 5 kW 240 V-1 phase. Above 5 kW Up to 50 kW – 415 V- 3 phase above 50 kW – HT/EHT level.
- For each billing period, Ajmer DISCOM shall show separately the quantum of electricity injected by Eligible consumer during the billing period, electricity supplied by the Ajmer DISCOM during the billing period, net electricity billed for payment by the consumer for that billing period and the Solar Energy generated by the eligible consumer.
Interconnection with the Grid-
- Interconnection system to conform to the standards, specifications and provisions as provided in CEA Regulations.
- The excess electricity injected into grid above 100 units shall be paid by distribution licensee at 3.14 Rs./unit where a capping of average generation of 4.8 units per kw of the approved installed capacity of solar rooftop system shall be applicable.
Wheeling & Cross Subsidy surcharge –
- Rooftop Solar system under net metering, whether self/ third party owned installed on consumer premises exempted from banking, wheeling charges and cross subsidy surcharge
Metering Arrangement –
- Metering system to be as per the Regulations for installation & operation of meters for Rooftop Solar systems under net-metering arrangement specified in these regulations
- Net meter to be installed at the interconnection point of the Eligible Consumer with the network of the Licensee:
- For the existing consumers, consumer meter to be replaced with the net meter
- Consumers having ABT compliant meters not required to install additional net meter
- Solar meter to be installed at the solar facility after the inverter
