Jodhpur Discom Invites Solar Substation Energisation Tender for Solarization of Agriculture Consumers

Jodhpur Discom has recently released a Request for Selection (RfS) document for the solarization of agriculture consumers in the Jodhpur Discom region. The tender aims to promote the use of renewable energy in the agricultural sector, reduce the dependency on conventional sources of power, and help in achieving energy security for the farmers.

The RfS document outlines the eligibility and qualification requirements for bidders interested in participating in the tender. The bidders can be sole/single bidders, Joint Ventures (JV) of up to two members, or any other legal entity incorporated in India under the Companies Act, 2013, the Limited Liability Partnership (LLP) Act, 2008, or the Partnership Act, 1932.

The bidders must also have a valid PAN number, be solvent, not be in receivership or bankruptcy, and not be blacklisted or debarred by any utility/government agency. Additionally, the bidders must submit a Power of Attorney (POA) authorizing a person to sign documents, submit technical and commercial information, and attend meetings on their behalf.

To ensure transparency and avoid conflicts of interest, the bidders are required to disclose any actual or potential conflict of interest situations. Failure to disclose such situations may lead to disqualification or termination of the contract.

The RfS document also specifies the technical and financial criteria that bidders must fulfill. The technical criteria require bidders to submit an undertaking on non-judicial stamp paper of Rs. 500, ensuring the availability of required clear title land of adequate size for the quoted capacity. The financial criteria stipulate that bidders should have a minimum annual average turnover (MAAT) of 30% of the total cost of the quoted capacity, calculated at Rs. 3.5 Crores per MW, during the last three financial years (i.e., FY 2019-20 to FY 2021-22).
